Either translation is correct.  If the differnce matters and context is
insufficient, rephrase.

}I could of course avoid this by saying

}{ghoj 'e' tungHa'taH}
}He continuously encourages him to learn

Except that you can't have a type-7 on the verb after {'e'}.  But you have
the idea.
