The head noun of the relative clause is not marked, despite your comment
in the text indicating that you intended to mark it. So:
Why does the message of the language contain women speakers who do not
speak Klingon language?
Why does the message of the language contain Klingon language which is
not spoken by women speakers?
Guessing at the original intent, I'll try:

tlhIngan Hol jatlh be'vam. tlhIngan Hol jatlh loD ghogh neH. tavam qonmeH
qatlh tlhIngan Hol jatlhlaHbogh be'pu''e' lo'be' qonwI'?
As for the answer, Marc Okrand is actually pronouncing the vast majority
of the Klingon on both tapes. There is, I believe, one woman's voice
speaking Klingon in the untranslated beginning to CK (which is
subsequently translated on a tag bundled with the Klingon "holodome" --
one of those glass balls full of water and glitter that you shake, only
instead of a snowscape, you get a lit Bird of Prey and a sound chip with
the same dialog and different background music). Marc still says about
half the lines, but there are other actors mixed in as well.
