There are two (well, two and a half) problems with this sentence. First,
{mob} is not an adverbial. For this, use {nIteb}.
Second, you do not use {'e'} when using verbs of saying. When you're quoting,
don't use {'e'}. Just remove it. The quote can come before or after the rest
of the sentence.
nIteb tlhIngan Hol vIghojtaH jatlhpu' 'Iv?
jatlhpu' 'Iv nIteb tlhIngan Hol vIghojtaH?
(There's some small evidence to indicate that Klingon only uses *direct*
quotes, although not much. You may want to change this to:
jatlhpu' 'Iv nIteb tlhIngan Hol boghojtaH? )
The half a rule is because of the following: when you *do* use {'e'}, or are
using the verb {neH}, you cannot put a Type 7 verb suffix on the second verb
of the sentence. You can't say
*pa'wIjDaq jIjaH vIneHtaH
you have to say
pa'wIjDaq jIjaHtaH vIneH
or else leave off the aspect marker entirely.
