This is a proverb from The Klingon Way p.35. It means "Drinking fake ale is
better than drinking water."
This sentence is an example of a law'/puS construction (see TKD pp. 70-71).
The things being compared are {HIq ngeb} "fake ale," and {bIQ} "water," and is
comparing which is preferable {qaq} for drinking {tlhutlhmeH}. (See also TKD
pp. 64-65 for purpose clauses).
This is a fairly complex sentence. See if you can seperate the appropriate
parts of the comparitive construction.
