{qaStaH} isn't wrong; {-taH} can be used whether or not there is a "goal".
But I like {qaSlI'} better.  Winter has a definite stopping point.  Maybe
since it's just beginning for you, you don't really see winter progressing
toward spring, in which case {-taH} probably does carry a better shade of
meaning. :-)
