Where have you seen evidence of this? (and don't quote Star Trek scripts).
Okrand has said several times that the closest thing Klingon has to a
greeting is "nuqneH", and also explicitly that "Qapla'" is not the same as
goodbye (I've never even heard anyone try to make it a greeting, only a
parting).
