Well, yes and no. If you're defining "canonical" to mean anything produced by
anyone legally licensed by Paramount, then yeah, you could call the material in
Kahless (and other Trek fiction published by Pocket Books) canonical.
You could also call anything published in HolQeD (whether from Okrand or not)
canonical since the KLI is licensed by Paramount (ooooh, the power! let's see,
what would be a good Klingon word for umbrella?).
I don't believe this is the definition typically being used by Klingonists, and
so your second paragraph above is probably right on target.
It might be interesting to remember that Roddenberry himself did NOT consider
the novels canonical (allegedly because he had little or no control over their
content).
For our purposes, we consider the Klingon produced by Marc Okrand to be
canonical. Marc for his part has seen fit to frequently provide backfits of
Paramount Klingon (i.e., Klingon words generated for one of the televisions
series), often under the guise that the mangled Klingon we heard on the
television was filtered through a Federation phonological system (e.g., Worf
becomes <worIv>).
