There are several points to be made here.
First, just the ordering of the suffixes, although "-Ha'" is considered a
rover, it doesn't truly "rove"; according to TKD, it *always* follows the
verb directly. So "quvHa'moH" is "to dishonor." "-Ha'" has to precede the
other verbal suffix "-moH."
Now, as to the other points, note that "quvmoH" means "honor" in the sense
of "honor someone else." That's why it has the -moH suffix. "quv" means
"to be honored," and "quvmoH" is "make someone else honored, honor
someone." So "quvHa'moH" does not mean "be dishonorable," it means "make
someone dishonored, dishonor someone." The verb "quvHa'" means "be
dishonored" (probably somewhat different from "be dishonorable"). Maybe
use the noun "batlh" and the new verb "Hutlh" (to lack)? Or perhaps
"quvHa'" is a good meaning for you.
Also, you have "yI-", an imperative prefix. "romuluSnganpu', yIquvHa'moH"
is a command to a group of Romulans, telling them "dishonor him!" (note
that yI- to a group of people means there has to be a singular third-person
object). "Romulans, you are dishonored" would be "romuluSnganpu',
SuquvHa'", or maybe "batlh boHutlh" (you lack honor).
