Why do we put the noun suffix <-'e'> on <QaQ> rather than on the noun <Qe'>.

Is this another of the ancient quotations we must follow literally or is this
another of the mistakes in TKD?  Or, should I be putting <-'e'> on the last
word of the entire head noun [clause] in all cases?
