Not every human language separates the different diggits. If i tell someone
a number in dutch: 03440-17209 i say 'Nul vierendertig veertig, honderd-
tweeenzeventig nul negen' wich means 'zero thirty-four fourty, one-hundred-zeventy-two zero nine'.
This doesn't make it easier to understand (becouse we swap parts of numbers),
just easier to pronounce. (in fact if i say the digits seperatly it takes me
a whole second more to pronounce that number)
So the fact that it's confusing (foreigners start to scream) is not a reason
to say it differently.
Just one of my thoughts

btw. i am not sure what would be easiest for a klingon to pronounce.
