I don't know about Mr. Green's situation, but many public Mac clusters are
administratively paranoid.  You can't pop in a floppy and run a program on
it; you can't download something and run it; you can't run anything at all
that doesn't come from the network file server, or some other list of
sacrosanct programs.  This stems from a rampant fear of viruses.  Of course,
you can boot from your own disk and lose access to the network, or maybe
disable that feature if you're knowledgeable enough, but it's not a trivial
thing to do.
