Um, isn't English (with typical Star-Trekkian narrowmindedness) considered
to be the Federation Standard official language? By that reasoning, DIvI'
Hol (*not* DI'vI' Hol) *is* a fine description for it. It's what Okrand
uses, at any rate, for "Federation Standard."
